Oman agency fees range from 15–20% for professional roles, with executive search and Vision 2040 priority sectors commanding 20–30%. Local agencies often offer better value and stronger Omanization quota knowledge.
Visa & Work Permit
OMR 250 – OMR 500
Covers employment visa, work permit at approximately OMR 300 per hire, Civil ID, medical fitness test, and document attestation. Oman Labour Law requires employers to cover all expatriate visa and residency costs.

Background & Reference Checks
OMR 30 – OMR 150

2
Use AI Screening to Reduce Time-to-Hire
The average Oman hire takes 42 days. Each vacant week costs 2–3% of annual salary in lost productivity. Qureos reduces screening time by 70%, cutting time-to-hire and vacancy costs significantly.
3
Build PASI and Gratuity Accruals Into Every Headcount Budget
Most companies miss PASI contributions at 14.5% for Omani nationals and expat gratuity accrual in their cost-per-hire figures. Tracking true total costs from day one enables accurate workforce spend planning.

Oman Recruitment Cost FAQs

Answers to the most searched questions about hiring costs in Oman.
What is the average cost per hire in Oman?
The average cost per hire in Oman ranges from OMR 350 for entry-level roles to OMR 2,200+ for mid-senior positions, and can exceed OMR 7,500 for C-suite hires. This includes agency fees, work visa and residence card costs, PASI contributions for Omani nationals, end-of-service gratuity accrual for expats, background checks, and onboarding. Oman's overall recruitment costs are generally lower than UAE, Qatar, and KSA,  but PASI obligations and the two-tier gratuity structure for expats are frequently overlooked. Use the calculator above to get a precise estimate for your specific inputs.
How much do recruitment agencies charge in Oman?
Recruitment agencies in Oman typically charge 15–25% of the candidate's first-year salary for standard professional roles. For niche, executive, or Vision 2040 priority sector roles, this rises to 20–30%. Some agencies offer fixed-fee structures ranging from OMR 200–1,800 per hire, which can offer better value for volume hiring. Local agencies often provide more competitive rates alongside stronger knowledge of Omanization requirements,  a key consideration when compliance targets are part of your hiring mandate.
What is Omanization and how does it affect recruitment costs?
Omanization is Oman's national workforce localization policy, enforced under the Labour Law (Sultani Decree 53/2023), requiring private-sector companies to meet sector-specific quotas for Omani national employees. Unlike KSA's Nitaqat, Oman does not impose a fixed monetary levy per expat hire,  but failing to meet your quota triggers hiring restrictions, licence renewal issues, and reputational risk with the Ministry of Labour. Proactively hiring Omani nationals also unlocks access to government training subsidies and wage support programmes, reducing your true cost-per-hire for compliant roles.
What are the PASI and end-of-service gratuity rules for employers in Oman?
PASI ,  now operating as the Social Protection Fund (SPF) under Royal Decree 52/2023 ,  applies only to Omani national employees. Employers must contribute 14.5% of gross salary per Omani national per month. Expatriate employees are not enrolled in SPF but are entitled to end-of-service gratuity under the Labour Law: 15 days of basic salary per year for the first 3 years of service, and 30 days per year thereafter. These two costs are mutually exclusive,  for any given hire, only one will apply. Both should be built into your total cost-per-hire from day one.
