1
Run a Kuwaitization headcount check before posting any role
Kuwait enforces sector-specific Kuwaitization quotas through MOSAL, restricting expatriate work permits per company. Hiring expats for locally fillable roles consumes permits and risks blocking more strategically critical hires later.
2
Calculate PIFSS and health insurance from the offer stage
Nationality-driven costs add KWD 3,895+ per Kuwaiti hire via PIFSS, or KWD 475+ per expatriate via permits and insurance. Build nationality-adjusted cost models before offer letters to prevent budget overruns.
3
Structure expatriate offers with allowances, not base salary increases
Kuwait's end-of-service gratuity is calculated on basic salary only. Structuring packages with higher allowances and lower basic salary reduces indemnity liability without making offers less attractive to candidates.
